What is happening in the photo?

Taoiseach Eamon deValera (in black hat) visits a chapter of the Auxiliary Fire Service, of which Tim O’Driscoll was a member. The AFS was formed in 1939 as a response to the threat of war and possible bombing of Ireland by Germany during World War II.
